Parking in Russian regions will be brought to a single standard

A unified parking space management system may appear in the regions in the coming years. The Ministry of Transport has prepared recommendations that will help streamline the payment system, issue resident permits and prepare the necessary infrastructure. The draft has been sent to the regions for discussion, and the recommendations are expected to be approved for local use by July.

The document posted on the website of the Ministry of Transport says that the guidelines have been created to reduce traffic congestion, noise and exhaust levels, and the number of chaotic parking lots. Among the tasks that can be solved by proper parking space management are the creation of convenient conditions for visiting shopping and office centers, improving public transport and using more environmentally friendly vehicles: electric cars, bicycles and electric scooters.

Local traffic police departments have been proposed to be responsible for this, and in cities with a population of more than 500 thousand people it is advisable to create an operator. When organizing parking lots, it is recommended to provide lighting, barriers, charging stations for electric vehicles, photo and video cameras, parking occupancy sensors. 
 
The regional authorities are also recommended to develop regulations setting the maximum fee for parking and fines for non-payment. It is also necessary to provide feedback from public discussions and public surveys. It is recommended to include intelligent systems in parking space management, the so-called "Internet of things", automatic collection and analysis of information about occupancy, booking and paying for parking using a smartphone, and maintaining a register of parking permit holders. According to the approximate plan of the Ministry of Transport, it is possible to implement this before 2032.
Vladimir Tsyganov, head of the Moscow Department of the Institute of Transport Problems of the Russian Academy of Sciences, noted in an interview with RG that the paid parking system developed in Moscow had been tested for a long time and could serve as an example for the regions. But even when adapting more or less well-developed schemes, in his opinion, it is necessary to take into account the unpreparedness of those who will develop them locally, who will be responsible for operation. There may also be difficulties with the adoption of innovations by the population. "For the regions that will undertake to implement this idea, it will be useful to study and share experiences, because there are many nuances here. And the authorities in the regions need to be very adaptive and flexible," the expert believes.
 
All funds collected from motorists are used to improve urban areas. They equip sports and playgrounds, repair curbs, asphalt, and more. "Every year, about 1-1.5 thousand yards are equipped with parking, according to the press service of the State Institution "Administrator of the Moscow Parking Space".
